The reporting-and-election Conference of public association 'Biathlon Federation of Belarus' (BiFB) was held on August 28, 2026.
The President of BiFB, Andrian Tsybulski, delivered a report on the work accomplished. In his address, he summarized the results of the concluded Olympic cycle, noting that, despite challenging external conditions and the suspension of the federation's membership in the International Biathlon Union (IBU), Belarusian biathlon has retained its potential and continues to develop. The delegates of the Conference acknowledged the federation's work during the reporting period as satisfactory.
In accordance with the BiFB Charter, elections for the federation's governing bodies were held at the Conference.
By the decision of the Conference, Andrian Tsybulski — Honored Coach of the Republic of Belarus — was re-elected as President of the Biathlon Federation of Belarus.
The composition of the BiFB Presidium has been also elected and includes the following members:
Y. Albers — Honored Coach of the Republic of Belarus, international category biathlon judge;
P. Kostyanko — Head of the International Department of BiFB;
I. Kuzmich — Chief Accountant of BiFB;
D. Leosh — Secretary General of BiFB;
P. Ivashko — Senior Coach of the national team, Honored Master of Sports of the Republic of Belarus;
A. Tsybulski — Honored Coach of the Republic of Belarus.
By the decision of the Conference, during the period of D. Leosh's parental leave, P. Kostyanko, Head of the International Department of BiFB, will serve as Acting Secretary General of the federation.
The Conference also adopted amendments to the Charter of the Biathlon Federation of Belarus regarding the composition of the Supervisory Board. In accordance with the amendments, the Supervisory Board will be composed of representatives from the sports and business sectors. A new composition of the BiFB Supervisory Board has been elected and consists of the following individuals:
S. Paramygina — Honored Master of Sports of the USSR, Honored Master of Sports of the Republic of Belarus;
M. Myatlikov — Chairman of the Belarusian Chamber of Commerce and Industry;
I. Dobudko — General Director of JLLC “Morozprodukt”.
In addition to the election of governing bodies, the Conference approved the BiFB Code of Political Neutrality, which confirms the BiFB's commitment to the norms of international law, Olympic principles, and the IBU Constitution.
In this regard, the Conference’s delegates also adopted the following statement:
“The Conference operates on the premise that sport should unite peoples and contribute to the strengthening of peace. Any actions aimed at inciting hatred, displaying aggression, or promoting war are incompatible with the spirit of sport and the values of the Olympic movement. In this regard, the Conference’s delegates declare the commitment of the public association 'Biathlon Federation of Belarus' to supporting and promoting the goals and principles of the International Biathlon Union, as well as declare their clear distancing from any armed conflicts, including current ones: the war in Ukraine, the Arab-Israeli conflicts, the war in Iran, and others.”

Concluding the Conference, BiFB President Andrian Tsybulski thanked the delegates for their trust and noted that an important task lies ahead — return of Belarusian biathlon to the international arena. BiFB is open to constructive dialogue with the IBU and believes that through joint efforts it will be possible to overcome existing barriers and restore the full participation of Belarusian athletes in international competitions.
